when syncing with iCloud is enabled Quiver will create new data files causing your notes to be divided across several .qvlibrary files. This is a bug and it's annoying because you can't merge this things so you start from a clean slate (although the notes folders is always there). Please add a prompt so that it asks me whether or not it should create a new database file when it can't find it's default library.
