when creating new cell from cell with bullet points active, new cell sometimes unresponsive #1360

I have noticed that sometimes, when working in a text cell with bullet points, if i create a new cell below the current cell via the hotkey, the new cell will show a bullet point, but the bullet point feature will not be highlighted. Furthermore, the new cell in question is not editable.

If i undo the operation, i end up with an additional bullet point that is empty in the cell above which is also not editable.

The only way to deal with it is to convert the cell into another type and then convert it back to a text cell.

One important point is that this does not happen if I use the menu to create a new cell. This only happens if I use the hotkey. I have confirmed that this is the case when in a "bad state" by testing both actions
