I have the version 3.2.7 (201) Im not sure why I can not put the manual sort

What do you mean by child?

the hierarchy. your image represent the folder has different types of sub folders. that maybe sort by manually and other things mixed

Oh, if you have inner notebooks you can sort manually from the parent :O
