Need help to run with Personalised Groups segment #27

Hello, I am trying to run test with personalised groups segment on localhost but it won't work. I followed the steps as per this blog. Not able to track the actual issue.

It is working fine with "All Traffic" segment. Please help me to understand how to debug it locally.
