New dialog and change to FOV #21

Closes #19 and #18

This PR does the following:

new aircraft options dialog
dialog in xml not in Nasal
toggling flashlight won't close dialog
dialog does not open automatically when sim is loaded
wider default FOV for pilot and copilot views
