I'm not sure if it was ever implemented but it looks like adding the same feature was discussed in the original Ship of Harkinian project as well.
There was a code that removed the black bars no clue if this will be of use but here it is:

This sort of falls under accuracy as wide aspect ratios reveal off-screen assets and can cause cutscenes to look strange. I was wondering if you can add an option to lock the aspect ratio for cutscenes to the original 16:9 presentation. As a result, letter-boxing will be completely removed and on 16:9 displays the cutscenes will fill the screen entirely, staying consistent with the gameplay, while on wider displays pillar-boxing will be introduced instead.
