reinstate the "tooltip" and "connectorTooltip" properties #154

earlier versions of jsPlumb supported a "tooltip" property on endpoints and 
connectors, and a "connectorTooltip" property on connectors.  somewhere along 
the line, an over-exuberant refactoring fairy would appear to have removed 
this.  this issue is to remind me to put it back in.

fixed in dev now.  with tests! so if the refactoring fairy comes visiting 
again, he or she will be in for a rude surprise.

that the functionality is removed altogether.

it's not very hard to do this yourself - there are plenty of libraries out 
there that offer this kind of tooltip functionality.
