Add a quick requirement for recent version of `pdflatex` at the top of your `README.md` #27

Referencing https://github.com/HarisIqbal88/PlotNeuralNet/issues/26, worth guarding against silly issues like mine by simply insisting that the user has a recent version of pdflatex.

In my issue I show that 2013 pdflatex does not work, and 2018 does.
