re-pull school fact data #25

Right now, the school fact data in data/school_locs2_coded.csv is a year old. We need a new version of this data, at least including the columns used in data/merge_data.R, and also including Ward #.

Would this also fix the Wilson HS bug?

I imagine so. And it would tie in with the story about QA-ing the geocoding, too.
