cosmetic improvements(?) to neighborhoods->schools #31

I messed around a bit with colors/alpha and added a legend. Anyway, these are just a few cosmetic ideas to make the info a little clearer. Definitely feel so feel free to reject the PR! In the process I broke the reset of lines, so I wanted to get thoughts before going any further.

(sorry this took a while!) Very nice! I fixed the mouseover issue, and merged it.
