Stuck on "Waiting for other player" #2

Running MKDX unlocker 2.1 and MKDX 1.18, opening takes a lot longer then it unplayable as it always say the below.

Turns out the event mode was turned on in the service menu so I can now play. This still doesn't seem to unlock anything though. After doing one race then selecting a character the last two and all the karts are still locked
