js Exception ReferenceError: runner.js on windows. any browser

What steps will reproduce the problem?

1. Write some tests - any test. For example

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
Windows 7 - the same setup does not cause errors in OS X
