Get basic docker run command working without uncluttered syntax

A docker run command should work without specifying much. And the container should exit without errors from the make file.

Its unclear why commit https://github.com/HarrisKirk/good-weather/commit/79dc124f808f7acd10b77f30a972fa320c72fb98 did not close this issue when the GitHub Actions passed
