Convert existing tagging to "[env_xxx]" #68

The goal is to be able to identify all Akamai artifacts by PROJECT and ENV not just a single tag.

There will be multiple tags where each tag is a key_value pair

Changes will be needed in these areas

creation of the k8s cluster
the ls_clusters command
the get_cluster_id(tag: str) function DONE =
new cluster creation has "project_bgd, env_xxx" tags via the UI
get_cluster_id works
ls_clusters command works
