Updated _fetch_annotations_by_course in the utils.py file to hit new endpoint
Transformed the data received into the format required for the dashboard_student_list_view template

[x] fix image annotations for old highlighter
[x] fix image annotations that are created with new highlighter

Note:

most of the fields are omitted(e.g. tags) since I am not sure what they are used for. If needed we could add those later on down the road.
the catchpy v2 api does support context_id searching via CatchPy SearchManager
