There seems to be an issue with PROPOSAL light yields at low energies. Check this presentation for details. We should probably look into this.

I believe this was in the end a problem with the Cherenkov Simulation. However, it is still important to use appropriate cut settings or to activate continuous randomization to get correct distributions:)
