Write one similar to Hamlet tutorial and put it on the wiki...

@mwookawa It's a pretty descriptive language and seems mostly to be about generating the stub to make all of the register typing explicit. I left a couple of notes at the bottom about caveats with Mackerel that are similar to those in Hamlet (like what C code is assumes exists and works).
