Description of changes

This PR adds a netlify function to support the new Jimmie Jams slack bot

Current capabilities:

Restricted to the /redirect slash command for creating new hodp links and is only authorized in the board-23 slack channel.

Implementation

/redirect:

Validate request
Use Sanity client to create redirect
Rebuild site using Netlify webhook
Respond request
