t's still working fine here for me; are you using Telstra in Australia? They've
had a number of problems this year with routing issues, and they are evidently
undergoing another similar issue that started a few days ago, see
https://forums.whirlpool.net.au/forum-replies.cfm?t=2233936&p=8
It's not clear to me exactly what subset of Telstra customers are affected by
this, unfortunately.

I am having same problems now
What steps will reproduce the problem?
1. Start Steam
2. Start Steam Limiter (order of these two doesn't matter)
What is the expected output? What do you see instead?
Downloads to start and be unmetered. Downloads won't start at all
What version of the product are you using? On what operating system?
Limiter V 0.7.1.0
Windows 7 64bit Ultimate
Steam v017
Please provide any additional information below.
Used to work flawlessly, lately has been blocking all downloads
ISP = Internode
Location = Adelaide South Australia

I have started to experience the same issue - downloads will stop completely
when the limiter is enabled, or start for a minute then stop again.
I'm on Internode in Victoria. I have tried setting limiter to Internode VIC and
Internode SA with the same result.
I guess Internode may have moved some servers around?

I have contacted Internode and they claim nothing has changed all IP's to
unmetered content is still the same and they have no control over the valve
content distribution servers.
FREE IP's on Internode

ss_list/
So I would be pointing the finger at Valve they have made changes recently

ISP Internode here.
I fixed this issue by installing an old version of steam limiter (0.7.0.2)
which has different filtering rules. When i monitor the IP addresses which are
being used (through TCPview) I can see that most of them are for the approved
internode IP addresses. It is easy to just close the bad connections again
using TCPview.
Im downloading Far Cry 4 and It's finally working.

Yes I agree with #6 morgan.p...@gmail.com
I am running the old version 0.7.0.2 and have used TCPview to monitor the
connections.
I was able to see that the connections made to servers outside of my chosen ISP
(Internode) was being made by the Steamclientwebhelper.exe so I blocked it from
making connections through my firewall seems to have solved the problem for now.
Seems there are lots of others complaining around the net about this
Steamclientwebhelper.exe and the amount or memory it can consume spawning
multiple processes.
It doesn't appear to be causing me any problems blocking this I am connected to
friends and downloading game files from my ISP's mirror with out issue.
Thankyou for your help with this Morgan.p your a legend.
