9 feat setup storybook to automate and improve fe development

🛠 Changes being made

• Created vitest.config.ts file so that Storybook can work
• Installed storybook using pnpm dlx sb@latest init
• Setup Tailwind w/Storybook using postcss
• Made two example demos w/Storybook button.stories.svelte & card.stories.svelte

Storybook will help speed up development because of it's CDD architecture and testing for accessibility.
