Add a known issue about ImplicitCAD in cabal.projects packages #2

Adding implicit (and possibly linear) causes hint to fail interpreting files using these.

E.g. (in cabal.project.local)

packages:
  ../ImplicitCAD/implicit.cabal

Probably worth mentioning this footgun somewhere.
