Fix proportions of the Cape Verde (CV) flag #2

Follow-up of #1.

The bottom blue stripe should take 1/4 of the height of the flag. The middle white and red stripes, as well as the stars, were scaled up to implement these proportions.

As a side effect of this change, the flag now works better at small sizes.

Nice work! Looks great. I see you also maintained the 3/8 rule for the positioning of the stars. 👍
