chore: create alarms for errors in Lambdas #128

Acceptance Criteria

We should have alarms for errors in the Lambdas deployed by Serverless
- Minor alarm if 2 errors happen in 60 seconds
- Major alarm if 10 errors happen in 5 consecutive periods of 60 seconds
