This reverts commit cdaf702f23bce9cb38c2a706378fd61c807d60c7.

Acceptance Criteria

We should stop receiving the error [ERROR] Runtime.ImportModuleError: Unable to import module 'handlers/block_api': /lib64/libc.so.6: version 'GLIBC_2.28' not found (required by /opt/python/cryptography/hazmat/bindings/_rust.abi3.so) in the get_best_chain_height Lambda
