Refactor the HSG dependencies and inheritance pattern so that its cleaner and facilitates upcoming new feature additions

rethink HSGLib.sol
- where should errors and events be defined?
- are there some functions that can be factored out into a library?
rethink the split between HatsSignerGate.sol and HatsSignerGateBase.sol
