Inform users of Rinkeby/Kovan deprecation #1956

If users are connected to Rinkeby or Kovan, display a banner (use #1226 as example) to let them know that we are going to disable these networks in anticipation of them shutting down. Tell users to use Goerli (or Sepolia eventually when we deploy there) instead.
