Describe the bug
The cancel option disabled in the detailed proposal view. The cancel option says "Only proposer can cancel" for both the proposer and the non-proposer.
To Reproduce
Steps to reproduce the behavior:
Go to DAO and submit proposal (from minion)
Show details for proposal
See "Cancel Minion" button disabled
Expected behavior
Proposer should be able to cancel proposal of any type.
Actual behavior
Minion proposals (proposals against a minion) cannot be canceled.
