User instruction cloud panel is too big. It occludes the playfield. #30

Made a new background texture for a panel which provides instructions to the player.

Maybe move the panel to various hotpoints around the screen, as a micro-tutorial, then hide it behind a button?

I moved the instructions to a help button at the bottom of the screen.
