Note this bug happens intermittently. Would be nice to find a consistent repro. Possibly due to https://github.com/HaywireInteractive/OnAllFronts/pull/424. Should we just revert to the code that worked? No need for it to be perfectly factored now, just working.

Confirmed issue happens in standalone net mode, possibly happens in client as well.
