Downloaded full pack and received this error each time i try to log in

Open folder settings in Procurement forder and change <Setting 
name="DownloadOnlyMyCharacters" value="true" /> change value to true like here 
it works

I would also add - be sure you are using the correct capitalization of your 
account name. Caps matter. That's what fixed this error for me.
