Drops Python 2 requirement and no longer ships a virtualenv but just the libraries.
NO_MINDBENDER=true make omits Mindtagger and other GUI tools.

Fixes a compiler bug that showed up quite frequently in Docker containers due to spawning too many processes:
compile-codegen: ...: wait: pid 11094 is not a child of this shell
