Settings > Guild Wars 2 > Management. Enable localized execution, set to Full.
If you only want addons on 1 account, you can select to only include that 1 account.
Launch the account (no need to login) to generate a Gw2Launcher\# folder where GW2 is located. Treat this # folder as the main GW2 folder for the account, so if you only want addons on this account, move the addons from the main GW2 folder to this # folder.
I see the # folders but, there are 19 of them. Assuming they should correspond with my accounts there should only be 10 of them. So Im not sure whats going on there. should I delete? also, I don't see a new #folder generating when opening the client via gw2lancher lastly the main goal is more so to stop the addons form opening on 9 out of the 10
The # folder for the account is only created if it doesn't already exist. You can delete the entire Gw2Launcher folder, it'll be recreated on the next launch.
The # is the ID of the account, found under Edit > Statistics.
I wasn't able to make the addon work on just 1 specific account and not the others but, I was able to stop them all together which is awesome. so thanx!!!! without starting a new thread for an old issue is there a fix for the missing login issue that causes your password or email to appear in the wrong field or just not at all? also, is there anything to the fact that it only happens with 1 particular account?

So I gave it another go, doing exactly as you instructed. I added the addon (arcdps) to the #folder located in the gw2launcher folder and it won't work. at all. I've tried only adding arc, I have also tried adding the addon folder in its entirety, and still nothing. thoughts?
Are you sure it's the right # folder? If you delete the Gw2Launcher folder and launch the account, there will only be the one # folder. Inside the # folder is a mirror of the main Guild Wars 2 folder (Gw2.dat, etc). If there's only a bin64 folder in there, that only applies to DX9; localized execution must be set to full for DX11.
If you only want arcdps, simply download d3d11.dll and place it in the # folder.
If you're using the addon manager, you choose the # folder as your install folder. It places DLLs in the folder, bin64 and the addons folder, so if you're manually moving files, you have to remember all of them.
Ensure the account is using DX11, otherwise it won't load DX11 addons. You can force it with the -dx11 option and can confirm you're using DX11 by loading the game to at least character select, then right clicking any account in Gw2Launcher > Tools > Guild Wars 2 > Verify usage of DX11.
Is there a way to keep my gw2lancher ult accounts from launching with my addons like blish, reshade, and arcdps or, make it work on 1/some and not the rest?
