Changes

Fixes downloads to be named after the Scan Report (this isn't clean, but expecting to move this functionality out soon)
Adds the container back to layouts (and deletes unused css)
Updates Python packages Django dependencies to 4.2.15
Version bump to 2.2.15

Closes #822
