Should there be a way to indicate to data portals that a certain data services are couple to a dataset or data domain type?

This is inline with cataloguing Service in the future.

look into dcat:dataService defitnion for this, if it can be extended for represent data tools?

There is a need to differentiate/relate between HRI services and dcat data services (see if they are a match). To do in the future modeling.
