addressability issue-- name space is missing for the (metadata) graphs and metadata schemas including core, health, domain #31

We still do not a "P-URi" / name sapce for the core metadata schema. We reuse dcat-ap but we are making a new artefact (manifested as ttl file) which needs to have a proper (unique and persistent and community agreed) namespace.
