What is this?

_The env_generate_schemaname general macro was added.

What changes in this PR?

_The new generic macro was introduced - env_generate_schemaname, it generates the schema name based on the current environment

How does this impact our users?

it will be used in the datascience, datawarehouse and datalake repos

It seems to be related to dev process and shouldn't influence production, moreover it covers the case when we make a snapshot Agree, let's make it logically consistent
