Styles (or new component) for table action icons

This pattern for table actions is becoming common across catalyst cashmere apps:

We could create new directives or styles for teams to share this and keep things consistent. I'm leaning towards just styles for this rather than a full on new component.

Notes:

• Default is to hide icons, show on row hover
• Make sure icon sizes and spacing are consistent.
  • Even if in smaller table, icon sizes should remain same size as regular table
• Default is to align the icons to the left
• Should use hcTooltip on action icons as appropriate
• Could have option or helper class for icons (individually or all of them) to always show
