right. I had fixed it in 2 steps. The final fix is here: https://github.com/HealthIntersections/fhirserver/pull/207 (not sure if you can merge #207 without merging #206 before, but that should do it.

I don't think this is correct anymore - it has to point to a local config file which then has section
[config] zero=https://storage.googleapis.com/tx-fhir-org local=E:\fhir-server version=*
[web] etc
This is the only local file you'll beed but a default one can e in the docker, and then -cfg points to that
