add loading local package

• make method loadPackageFromCache public
• add loading local package:
  • if file exists, try to load, otherwise load from package repo.

@grahamegrieve Question - should the logic be reversed and only load locally if it cannot be found online? as it is it it should be ok, but want to confirm
