[CI/CD] Replaced TravisCI with GitHub Actions #72

Description:

The current CI/CD has been broken for quite some time.

We are replacing TravisCI with GitHub Actions.

The steps are exactly the same.

PS: I will open another PR for the https://github.com/HeapsIO/heaps-doc repo to do the same thing.

The current CI/CD pipeline has been broken for over a year. Could you review this and get back to me if there are changes need to be made?
