Determine what is involved in uploading new versions of images in Commons #46

The problem of many existing artwork images being low res is blocking their upload, since we've set a criterion of one million pixels squared as a minimum. However, if it's easy to just update the images with a higher-res copy when it's available, then all we would need to do is keep track of which ones need improvement, and update them when better images are available.

See https://github.com/HeardLibrary/vandycite/issues/65#issuecomment-1212469264 for notes about this. It is not an issue to upload a higher res image, so this image should no long block uploads of the lower-res images.
