Anne suggested that we screen out works after 1800 and apply based on only to works before that.

This query: https://w.wiki/5kyS indicates that there aren't a lot of uses of P958 (section, verse, paragraph, clause) as a qualifier for P144 (based on). There are 286. At least half are legislation or proclamations. The others include hymns, artworks (paintings, mosaics, prints, etc.) with a few architectural features.

We concluded that we should start by restricting use of P144 to things that are obvious artworks and that are at least 100 years old (or pre-1800).
