Battlegrounds minion tiers adaptation for 16.4.0 #1108

Describe the bug With the 16.4 patch on February 26, minion tiers is still not adapt for hearthstone 16.4.

Should be fixed with 1.16.17: https://github.com/HearthSim/HSTracker/releases/tag/1.6.17
