Watchers.PackWatcher.NewPackEventHandler not triggered at all #4536

Expected Behavior

The event should be fired.

Actual Behavior

Nothing happens when a pack is opened.

Steps to reproduce behavior

No response

Previously, mass opening and catch-up packs are not supported (#4514), and now all packs are broken
