This adds a settings menu button which includes a language selection.

[x] Change Launcher to add runtime locale switching (378ce13740a95b83da9050ad4774d3de5dc84fcb)
[x] Pass locale/callback down to the Scrubber
[x] Finish settings UI
[x] Persist settings using cookies
[x] Enable in DebugApplication
