Some AI bosses won't use their hero power at all. This started happening in 5.0.

The expert Hunter AI just used his Hero Power against me, but there are still turns with enough open mana where he won't cast it.

I tested this just now and the following have been fixed in 6.0:

Rexxar (Normal/Expert) Baron Geddon (Normal/Heroic) Loatheb (Normal/Heroic) Highlord Omokk (Heroic)

However, Highlord Omokk (Normal) still doesn't use his hero power even though the condition for it (damaged enemy minion) is satisfied and he has enough mana left.
