In this picture, I have Scepter of Summoning and play Ethereal Peddler. Barnabus and Savannah Highmane(created by Tortollan Forager) have their mana cost reduced. But Ironbark, Druid of the Claw and Flame Leviathan(stolen by Magic Mirror from a previous boss) start in my deck and their mana cost is not reduced.

I'm assuming Amulet of Domination would have the same problem.

Did your deck have the Scepter of Summoning in it?

It did, but I've had other 5+ cost cards reduced by the likes of Emperor Thaurissan. I don't see why this interaction would be treated differently.
