current stable is rust-bin-1.37.0, keep that in sync.

@stefson we have no Arch testers in overlay, I'd prefer to keep all packages being marked as untested with ~. Is it okay?

I tested it, isn't that deemed reasonable for the overlay?

@stefson okay this time but there is specific complicated process for arch testing in gentoo and only after that process something can be called stable
