Trouble installing .NET 2.0 Runtime on Win7 x32 system #795

I have a PC (Win7 x32) that will not accept the .NET 2.0 runtime. I receive 
that attached error.

Any clue as to what is wrong?

This is when installing the 'March 2011' runtime.

The resolution was to have the user install the latest security updates.
