Integrate the Cargo Technician and Disposals Technician into a joint role Utilities Technician, which has the other two as alternate titles. They will be responsible for cargo tasks and sorting out the junkyard.

This can't be resolved until at least after we resolve the junkyard, and probably won't go over well until we know how to work the cargonia overhaul into it.
